Overview:

Our client is a chemical manufacturer located near Aiken, SC. This position is accountable and responsible for supervising, coordinating, planning, and facilitating work related to environmental, safety, and health. The ESH function accountabilities include compliance control and reporting to regulatory agencies, risk assessment and management, industrial hygiene, substance abuse, incident investigation and reporting, and ESH procedure preparation and control. Programs and permit requirements include Title V air permit, hazardous waste permit, NPDES permit, POTW permit, OSHA VPP, and behavioral based safety. ESH also provides day to day support to the plant for safety and health auditing, and for right to operate issues. Additionally, this position is a member of the Site Leadership Team and is accountable for contribution to managing the overall financial viability of the Company.

Designs, develops, implements, and oversees the company’s safety and health programs and procedures to safeguard site personnel and to ensure that all facilities are in compliance with local, state, and national regulations. The Environmental Health and Safety Manager will: identify and anticipate concerns and hazards; conduct safety audits of buildings, facilities, tools and equipment; determine the safety training requirements of site personnel; provide all necessary safety training; accident investigations to determine root cause, circumstances and contributing factors; develops recommendations and follow-up to prevent accident recurrence; and maintains comprehensive knowledge of all relevant government and corporate safety regulations (OSHA). Additional duties include site security and Emergency Response Team oversight.

Responsibilities:

  • Establish and maintain a behavior-based safety effort and right to operate culture at the plant
  • Identifies and anticipates environmental, safety and health concerns and hazards by surveying operational and occupational conditions; rendering opinions on equipment and work methods; conducting health & safety investigations and audits; and recommending preventative programs, with the intention of establishing and promoting a safe work environment.
  • Maintains consistent presence in plant to maintain compliance and educate employees.
  • Guides and promotes safe work performance by developing proactive health & safety systems, policies, procedures, communications, and recognition systems/events; Trains managers and employees; and provides overall leadership for safety, including behavioral based safety efforts and VPP program.
  • Complies with federal, state, and local safety and environmental regulations by studying existing and new legislation; anticipating future legislation; interpreting standards; enforcing adherence to regulations; and advising management on needed actions.
  • Enforces safety and health policies by conducting inspections (both formal and informal); completing incident and worker’s compensation investigations, case management and reports; reporting statistics; counseling managers and employees; coordinating routine or incident related medical evaluations and treatment (such as physicals, hearing conservation and substance abuse programs).
  • Point of Contact for Permits, audits, procedures, and reports.
  • Identifies safety related non-compliance issues and takes necessary steps to bring items into compliance. Follows up to ensure compliance and continuous improvement.
  • Promotes a safe workplace by coordinating and cooperating with local, state, and regional safety groups and agencies (such as OSHA and VPP).
  • Represents the organization by collecting data; presenting information at hearings; coordinating with claims adjusters and medical providers.
  • Acts as coordinator for site emergency rescue and emergency response team, drug free workplace program, EAP plan, site security, homeland security, CTPAT, contractor safety program, ESH committee, waste disposal (universal , laboratory, and oil), and safety related insurance/risk assessment.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional organizations as applicable; participating in community activities (such as CAER and CAP).
  • Responsible for the training of others in Safety and Health compliance and emergency response and assists in coordination and compliance with all regulatory training requirements related to safety, and health. Develops and schedules training to include all employees, for a 24 / 7 operational facility. Therefore, this position may be required to schedule and conduct multiple training sessions at times outside the normal working hours, such as early in the morning or late in the evenings, to ensure that all employees can attend before or after their shift so that production isn’t affected. This position must also develop cost effective individual SH training that reaches all employees at their work locations during their regular work schedules, coordinate electronic delivery of this training, track training results, and report training non-compliance to management and supervision.
  • This position interprets current Federal and State regulations. He/she also use up-to-date knowledge and information on all regulations and analytical procedures in his/her assigned area.
  • Maintains Safety and Health records, and safety & health related employee files in compliance with governmental regulations and organizational requirements.

Qualifications:

  • Bachelor’s Degree in relevant discipline
  • 10 years progressively responsible experience in Environmental, Safety and Health within a manufacturing facility
  • Demonstrated skills in problem solving, Health & Safety process improvement and OSHA compliance programs, Workers compensation, and Health & Safety training.
  • Previous work experience with environmental compliance that includes SARA, Clean Air Act, POTW, RCRA, CERCLA and NPDES.
  • Positive attitude and ability to lead and motivate others
  • Ability to prioritize and work independently with little supervision
  • Proven communication (written and verbal), organizational, time management, math, and computer skills
  • Ability to pay attention to details
  • Excellent computer skills, including Email, Internet research, PowerPoint, Excel, and Word

Certificates, Licenses, Registrations:

  • CPR/First-Aid Certified Trainer
  • OSHA 30 Hour Certification
  • Certified Forklift Operators License.
  • If not certified – must be within first 6-months of employment.
